Candaba 3rd Viaduct Project’s “Zone 2” was substantially completed on October 18, 2024 and was awarded by the Toll Regulatory Board with an Interim Permit to Operate on October 21, 2024. This meant that Zone 1 and Zone 2, or a substantial portion of the Southbound Viaduct spanning from the first cross-over near Pampanga River (Apalit) up to its end near Pulilan (Dulong Malabon) is now being operated.
The joint and interim operation of Zone 1 and Zone 2 aims to relieve the existing SB of the Candaba Viaduct of the increasing traffic load, while still allowing for continued construction with minimal disruption.

Certification for operations of Zone 1 and Zone 2 was attained and validated with a Road Safety Audit conducted with representatives of TRB and the Independent Certification Engineer.
The convenience of using Zones 1 and 2 in the interim proved to be handy during the Undas long weekend as it alleviated traffic congestion and provide comfortable and safe travel for our NLEX motoring public.
Following the interim opening of Zones 1 and 2, the Project Team is now striving to fully complete the Project by November 30, 2024.
